Why federal contract tracking matters for equity investors
Federal government contracts represent guaranteed revenue — unlike commercial contracts, government awards are disclosed publicly the day they're executed and carry the full faith and credit of the U.S. government behind the obligation. For publicly traded companies where federal revenue represents a significant portion of the business, contract awards are the most reliable leading indicator of future revenue available to any investor.
The gap between when a contract is awarded and when it appears in public earnings guidance creates the investment opportunity. Companies are generally not required to update guidance between quarterly filings. A company that receives a $200M IDIQ ceiling expansion in month 2 of the quarter won't disclose it until the earnings call in month 4 — but any investor monitoring SAM.gov saw it the day it was awarded.

Contract Vehicle Types
- IDIQ (Indefinite Delivery Indefinite Quantity) — The most important contract type for revenue forecasting. IDIQ contracts establish a ceiling and ordering period; task order awards under the ceiling represent actual revenue commitments. Ceiling expansions signal increased government reliance on the contractor.
- Firm Fixed Price (FFP) — Defined scope, defined price. New FFP awards represent committed revenue with predictable margins.
- Cost-Plus contracts (CPFF, CPAF) — Revenue tied to spending with fee markup. Common in R&D and advanced development programs where scope uncertainty is high.
- Sole-source awards — Awards made without competitive bidding. Often signal established incumbent advantage and high probability of renewal.
- SBIR/STTR awards — Research grants to small businesses. For public micro-caps with government research programs, these signal continued program relevance.
- Contract modifications — Period of performance extensions, ceiling increases, and option exercises. Modifications often signal program success and reduce recompete risk.
